CAS # F'C.d AUTHORIZE VARIOUS 1996 CAPITAL PURCHASES By: Jessie Hart, Finance Officer Background: Included in the 1996 Adopted General Fund Budget are a number of capital outlay items that do not require compliance with any level of statutory bidding laws. Therefore, according to Council policy, we will secure the best price possible through written quotes that stay within the budgeted amounts. Most of the items listed are replacement items for which some funding has been included from the Equipment Replacement Fund. The items for which we are seeking approval for purchase and the budgeted amounts are as follows: General Fund: Administration- Thermal Binder Spiral Binder Transcribers (2 @ $400 each) Elections- Voting Booths (5 single booths) General Government Buildings- Furniture for Mall Area Police Department- Radar Unit Typewriter Fire Department- SCBA Harness SCBA Bottles (3 @ $400 each) Hand Held Radios (2 @ $850 each) Pagers with Chargers (4 @ $500 each) 1-1/2" Nozzle 1,500 Gallon Drop Tank 24" 8HSP Gas Smoke Extractor 600' 1-3/4" Attack Line Street Maintenance/Snow Plowing- Sander for Vehicle #610 Parks and Recreation- 84" Tuff Aerator $1,600.00 $2,000.00 $ 800.00 $2,000.00 $1,500.00 $3,000.00 $ 800.00 $1,200.00 $1,200.00 $1,700.00 $2,000.00 $ 400.00 $ 9oo.oo $ 875.00 $1,200.00 $2,500.00 $2,200.00 Enterprise Funds: Water Utility Fund- Polyphosphate Tank with 2 Pumps Hydrant/Water Main Diffuser Valve Turning Machine $1,400.00 $2,000.00 $4,400.00 Also included in the 1996 Adopted General Fund Budget was $23,000 for the purchase of a 3/4 ton pick-up with plow to replace unit #618. This type of vehicle is generally purchased through the Hennepin County Purchasing Cooperative. The bids for the light trucks (which comply with statutory bidding laws) will not be available until February 2, 1996, at the regular Hennepin County Purchasing Cooperative monthly meeting. Based on the results of the bids, staff will be returning to the February Finance Committee meeting to either request authorization to purchase from the County contract or to advertise for bids. Even though the budgeted amount is under $25,000, it is close enough to proceed with sealed bids if that route is chosen.
