Background: 1996 IMPROVEMENTS TO EMERALD POND PARK By: Mark Boos, Parks/Utilities Supervisor As you will recall, the 1996 Capital Improvements Program budget included $106,000 in park dedication fees from the Sunfish Lake District. It was felt that the Phase II improvements to Emerald Pond Park are important to effect now as the pressure on the park is increasing significantly from new residents in the vicinity. Notification: A special mailing requesting comments was sent to area residents on January 31, 1996. In addition, other correspondence, including the newsletter, invited comment in 1995 for this project. Observation: Several residents attended the Park and Recreation Commission's April 4, 1996 meeting on the park budget. Two residents also attended the Commission's tour of the park. It is felt that all of the resident requests for the park have been met except a boardwalk and development of a skating facility. It is felt that these two items are not practical for the park or it's budget. The attached budget was approved by the Park and Recreation Commission on April 11, 1996, after adding the playground expansion at the request of the residents in attendance. The Commission and Staff recommend approval of the Emerald Pond Park budget to begin the detailed improvements. Enclosed for your information: April 11, 1996 Park and Recreation Commission Case. Committee Action: Motion to recommend City Council approve the Phase II budget and improvements to Emerald Pond Park and direct Staff to proceed toward completion of the park's development.
