y'e., CAS # <br /> <br />SCHEDULE JOINT MEETING BETWEEN PARK AND RECREATION COMMISSION <br />AND CITY FINANCE COMMITTEE <br /> By: Jessie Hart, Finance Officer <br /> <br />Background: <br /> <br />The Park and Recreation Commission held their annual public hearing on June 13, 1996, to <br />consider the Commissions Proposed 1997 - 2002 Capital Improvement Program [CIP]. <br />Parks/Utilities Supervisor Mark Boos prepared the attached memorandum [which you should <br />have received a separate copy of] in response to questions and concerns raised at that public <br />hearing. <br /> <br />The Commission had been advised at the Public Hearing that the $80,000 allocated from the <br />Landfill Trust Fund interest earnings in the Adopted 1996 - 2001 CIP was somewhat high, based <br />on actual figures for 1995, and that their request to fund at levels higher than that may not be <br />possible. They were also informed as to the uncertainty of anticipated funding through the tax <br />increment districts and municipal state aid allocations. <br /> <br />The Commission was hesitant to prioritize projects at the $80,000 level and has requested that a <br />joint meeting between the Park and Recreation Commission and the City's Finance Committee <br />be held in order to address the Commission's Proposed 1997 - 2002 CIP. It is anticipated that <br />the discussions will include the availability of funds as well as addressing projected resident <br />demands in the next five years. <br /> <br />Staff Recommendation: <br /> <br />It is recommended that this meeting occur on Thursday, July 11, 1996, following the regular <br />Park and Recreation Commission meeting. The Commission's meeting is scheduled for 6:00 at <br />the Lake Itasca Trail Head which is currently under construction. The joint meeting would be <br />conducted at 7:00 p.m. in the Council Chamber at the Municipal Center. While it is staff's <br />recommendation to have the joint meeting on July 11, 1996, there is the alternative of having the <br />joint meeting in conjunction with the July 25, 1996 City Finance Committee meeting. <br /> <br />Committee Action: <br /> <br />Schedule joint meeting with the Park and Recreation Commission for <br /> <br />Reviewed By: <br /> <br />City Administrator <br />Finance Officer <br />Parks/Utilities Supervisor <br /> <br />FC: 06/25/96 <br /> <br /> <br />
