CONSIDER 1997-1998 GOALS AND CONTRACT
FOR CITY ADMINISTRATOR
Linda Waite Smith, Administrative Services Manager

Background:

On September 9, 1996 the City Council reviewed the results of City Administrator Ryan
Schroeder's performance appraisal, which was done by the five elected officials and five
department heads using the same form and rating system. Inasmuch as the ratings on 26
items being evaluated were satisfactory or better for all but one item, I recommended that
the Council enter into a new, multi-year contract with the City Administrator. The
Council received draft copies of the proposed contract to review and asked that the
contract be considered at the September 24 Finance Committee meeting. In the
meantime, they directed that the City Administrator identify goals for the next review
period and that Councilmembers have an opportunity to offer input on the goals.

Developmental Goals for Next Twelve Months:

The following goals are based on comments written on the performance appraisal forms.

Address the perception that some staff members or departments are favored by
spending more time at all work sites and giving more feedback.

Address the perception that Councilmembers are treated unequally by utilizing
the new voice mail system to notify everyone of developments simultaneously.

Address concern about policy/ordinance planning by instituting a timeline and
checklist for policy/ordinance development, including review by the City
Attorney.

Address concerns about departments working together more cooperatively by
increasing the number of interdepartmental meetings, the amount of participation
in those meetings, and including cooperation as an item in all performance
appraisals.

o

Address desire for more feedback to staff by completing performance appraisals
in a timely manner and implementing Goal # 1 above.
