CONSIDER 1997-1998 GOALS AND CONTRACT <br />FOR CITY ADMINISTRATOR <br />Linda Waite Smith, Administrative Services Manager <br /> <br />Background: <br /> <br />On September 9, 1996 the City Council reviewed the results of City Administrator Ryan <br />Schroeder's performance appraisal, which was done by the five elected officials and five <br />department heads using the same form and rating system. Inasmuch as the ratings on 26 <br />items being evaluated were satisfactory or better for all but one item, I recommended that <br />the Council enter into a new, multi-year contract with the City Administrator. The <br />Council received draft copies of the proposed contract to review and asked that the <br />contract be considered at the September 24 Finance Committee meeting. In the <br />meantime, they directed that the City Administrator identify goals for the next review <br />period and that Councilmembers have an opportunity to offer input on the goals. <br /> <br />Developmental Goals for Next Twelve Months: <br /> <br />The following goals are based on comments written on the performance appraisal forms. <br /> <br />Address the perception that some staff members or departments are favored by <br />spending more time at all work sites and giving more feedback. <br /> <br />Address the perception that Councilmembers are treated unequally by utilizing <br />the new voice mail system to notify everyone of developments simultaneously. <br /> <br />Address concern about policy/ordinance planning by instituting a timeline and <br />checklist for policy/ordinance development, including review by the City <br />Attorney. <br /> <br />Address concerns about departments working together more cooperatively by <br />increasing the number of interdepartmental meetings, the amount of participation <br />in those meetings, and including cooperation as an item in all performance <br />appraisals. <br /> <br />o <br /> <br />Address desire for more feedback to staff by completing performance appraisals <br />in a timely manner and implementing Goal # 1 above. <br /> <br /> <br />
