from that aspect. It is very important that the findings of fact forwarded to City Council from the
Planning Commission be expanded upon to identify the various ways in which the signage
proposal, as it has evolved, meets the undocumented goals of the City with respect to marketing
the community. The request for the conditional use permit may then be approved based on the
findings of fact. The conditional use permit should be issued to the property on which the sign
will be located and will establish the terms under which the off-premises sign can be erected and
the monetary worth to the City, if any.

Enclosed are two sign schematics. We have asked for quotes on these signs and hope to have
them in time for inclusion in the agenda. On the attachment, the lower sign (on the page) has been
proposed by Bill Dubats, the owner of the property at 6740 Highway #10 and Holms Super Bowl.
The upper drawing is one that staff prepared during preparation of this case (that has not been
reviewed by the proposers). The thought behind this schematic is that if the City contributes
anything towards the sign it should mention the City of Ramsey somewhere on the sign. This
particular schematic is a replication of the sign at T.H. #47/C.R. #116.

Committee Action:

Based upon discussion.

Reviewed by:

City Administrator
Zoning Administrator

FC: 10/22/96
/jmt
