FC CASE # /

AUTHORIZE BUDGET AMENDMENT FOR ACCEPTANCE OF GRANT AND
PURCHASE OF AUTOMATIC DEFIBRILLATOR DEVICE
FOR THE FIRE DEPARTMENT
By: Jessie Hart, Finance Officer

Background:

The City of Ramsey's Fire Department applied for and was awarded a matching funds grant for
the purchase of an automatic defibrillator device. This grant was obtained through the Prudential
Helping Heart Program.

This grant requires that the City contribute "matching" funds for the purchase of the defibrillator
device. This grant and related purchase was not planned for in the budgets for 1996 or 1997 and
therefore will require a budget amendment if the purchase is approved.

The Fire Department has researched the various brands and has decided that the Survivalink
brand would be the brand of choice. This is the same brand that was recently purchased by the
Police Department with an EMS grant. The total cost of the unit would be $3,755.19 of which
the Prudential grant would fund 50%.

The Fire Chief has done an analysis on his department budget for 1996 and has determined that
the $1,877.59 of needed matching funds could be obtained through a budget re-allocation from
the training line item. The excess moneys are available due to the fact that the Officers did not
have a management training session and the "day" responders did not require training beyond
that which was provided in the evening.

The impact of this budget amendment would be an increase in the overall budget by $1,877.59
and a re-allocation of $1,877.59 from the training line item to a capital equipment line item.

Committee Action:

Motion to recommend City Council adopt Resolution #96-12-XXX Authorizing a Budget
Amendment for Acceptance of Prudential Helping Hands Program Grant and Purchase of
Automatic Defibrillator Device for the Fire Department.

Reviewed By:

City Administrator
Finance Officer
Fire Chief

FC: 12/10/96
