The addition of the State Electrical permit charge of $2.00, the only "new" charge being recommended, <br />is in response to the cumbersome process that builders and contractors must go through to get an <br />electrical permit, At this time they must send $1,00 to the State of Minnesota who then sends them the <br />blank application. The builder/contractor then completes the application and returns it and waits for the <br />permit. To eliminate one mailing step, the City could acquire any number of permit applications from <br />the State at $1.00 to have on hand so the builder/contractor could obtain it from the City, at $2.00. They <br />could then submit their completed application to the State - saving them time. <br /> <br />It should be noted that while most of the rate changes proposed are not included in the actual 1997 <br />proposed budget documents, those recommended for the Water and Sewer Funds are included in the <br />1997 numbers and the budgets as presented rely on those proposed rate increases. <br /> <br />As an aside, it is anticipated that there will be a very detailed analysis of the entire code section <br />pertaining permits and licenses, therefore, there have been few changes recommended in these areas. <br /> <br />Staff Recommendation: <br /> <br />Amend as appropriate and either approve or provide direction to staff. <br /> <br />Committee Action: <br /> <br />Motion to recommend that Council approve the 1997 Schedule of Rates, Fees and Charges by adoption <br />of the attached resolution. <br /> <br />Reviewed By: <br /> <br />Copies also distributed to: <br /> <br />City Administrator <br />Finance Officer <br /> <br />Department Heads and Supervisors <br /> <br />FC: 12/10/96 <br /> <br /> <br />
