CASE #

REVIEW OF CITY'S MSA SYSTEM
By: Steve Jankowski, City Engineer

Background:

At the end of every year, I certify to the State of Minnesota the road mileage within city
boundaries. The City is allowed to designate 20 percent of its eligible mileage to be on the State
Aid System.

This year, Anoka County added 6.6 miles of County State Aid roads within the city and,
consequently, eliminated 6.6 miles of County Road designation. The State Aid rules allow county
roads to be used in the determination of a city's base mileage, however, County State Aid roads are
not allowed. As a result of this, the City has 0.65 miles over the maximum mileage allowed.
Therefore, this year we will not be able to designate additional mileage on the State Aid System. In
the long run, however, the expanded State Aid System within Ramsey will allow a greater number
of potential linkages than allowed by the present system. For example, the following are
possibilities not previously available:

a) A linkage of McKinley Street north to C.R. #116 on the east end of Business Park 95.
b) A linkage of 167th Avenue between Variolite Street and Armstrong Boulevard.
c) The improvement of 161st Avenue between Variolite Street and Armstrong Boulevard.

I will have the MSA map available for review at the meeting and would like to solicit input on
future MSA designation.

Action:

None required.

Reviewed by:

City Administrator

R&B: 1/9/96
/jrnk
