CASE # <br /> <br />DISCUSSION OF WATER SERVICE EXTENSION <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />Recently Good Value Homes held an informational meeting with the residents of Peltzer's <br />Addition to discuss a sewer and water plat which is proposed to be adjacent to the southern <br />boundary of that subdivision. Attached is a sketch of the proposed subdivision. <br /> <br />In particular, the roadway from the proposed subdivision will run adjacent to the rear of the <br />Peltzer Addition lots on the south side of 149th Lane. Residents of these lots have inquired <br />whether they could receive water service from this subdivision, and what the charge for <br />that service would be. It should be noted that the residents have not requested sanitary <br />sewer service nor could it be provided since it lies outside of the MUSA. The City has had <br />a policy of not providing one utility service without the other. However, in this case, <br />circumstances would suggest a deviation from this policy might be considered. <br /> <br />Issues: Staff would like to solicit input and direction from the Committee on the following <br />issues: <br /> <br />1) <br /> <br />Should the City ask the Metropolitan Council for an exception to allow for hook-up <br />to sanitary sewer also. <br /> <br />2) <br /> <br />Assuming only water service can be provided, does the Committee agree that <br />allowing the extension of service is permissible. <br /> <br />3) <br /> <br />Assuming water extension is permissible, what costs should be collected. At <br />minimum, the water trunk fee of $1,079 and the WAC charge of $1,350 must be <br />collected. However, no lateral main extension is required because the main will be <br />installed as a part of the subdivision. However, if additional residencies in Peltzer <br />addition request service, the watermain would need to be extended and presumably <br />the cost of extending the watermain through these properties would need to be <br />borne by some source, either the benefitted residences or the utilities trunk fund. <br />Staff would suggest it may be appropriate to request an easement to extend the <br />utility through the property and require payment of a lateral fee to cover the cost of <br />extending an eight-inch watermain through their property. <br /> <br />Committee Action: <br /> <br />Based upon discussion. <br /> <br />Reviewed by: <br /> <br />City Engineer <br />City Administrator <br /> <br />R&B: 01/09/96 <br /> <br />/jmt <br /> <br /> <br />
