INSTALLATION OF TRAFFIC SIGNALS AT <br /> AND ARMSTRONG BOULEVARD <br /> By: City Engineer Steve Jankowski <br /> <br />T.H. #10 <br /> <br />Background: <br /> <br />Attached is a letter from MnlX)T which details the installation of a traffic signal at Highway gl0 <br />and Armstrong Boulevard N.W. As you may recall, the City had considered the possibility of <br />expediting this installation in December 1994, due to the accident history at this intersection, <br />including one fatality. The project is now ready fot it's programmed schedule, which anticipates <br />installations being completed this summer with 80% Federal Funding. <br /> <br />In addition to the signalization of Armstrong and T.H. gl0, four ancillary improvements are <br />proposed to be associated with this project which include: <br /> <br />· An emergency vehicle preemption system installed at T.H. gl0 and Armstrong <br /> Boulevard N.W. <br />· Signal system revision at T.H. gl0 and Ramsey Boulevard <br />· An emergency vehicle preemption system installed at T.H. g10 and Ramsey Boulevard <br /> N.W. <br />· Signal system interconnect along T.H. g10 between Armstrong Boulevard and Ramsey <br /> Boulevard <br /> <br />I have had conversations with Beverly Farraher, the MnlX)T Signal Engineer, and have provided <br />direction on the following project elements which she asked for guidance in her letter; <br /> <br />· The City would prefer the pedestrian crossing at Armstrong Boulevard N.W. to occur <br /> on the west side of Armstrong Boulevard N.W. <br />· The City would support the emergency vehicle preemption system at both Ramsey <br /> Boulevard and Armstrong Boulevard as the Fire Department has expressed <br /> considerable difficulty in crossing T.H. gl0 against a red light. <br />· The City would support the LED for red indication for the signal system. <br /> <br />Attached to Ms. Ferraher's letter is a table of project costs which is distributed among the Federal <br />Government, MnDOT, Anoka County, and the City of Ramsey. The City of Ramsey's share is <br />estimated to be $10,000, which includes the City's participation in the County share. I would <br />propose that the City utilize MSA construction funds for this project. In addition, the City will be <br />responsible for operation and minor maintenance costs which are estimated to be $1,600 per year. <br />This includes electrical operation, painting and re-lamping. <br /> <br />Council Action: <br /> <br />Direct Staff to request that the State prepare a Joint Powers Agreement for this project. <br /> <br />Reviewed by: <br /> <br />City Engineer <br />City Administrator <br />Finance Officer <br />Fire Department <br /> <br />RB: 2/13/96 <br /> <br /> <br />
