CASE <br /> <br />CONSIDER POLICY REGARDING TRANSPORTATION IMPACT FEES <br /> By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />On March 12, 1996, the City Council passed legislation instituting a Transportation Impact Fee to <br />be collected from new developments at both subdivision platting and issuance of building permits. <br />It was suggested by Council that a policy outlining the use of funds collected from the fee be <br />established. A draft policy was prepared and presented to the Road and Bridge Committee at their <br />April 9, 1996 meeting. A copy of this draft policy and background information is attached to this <br />case. <br /> <br />At the April 9, 1996 meeting, the Road and Bridge Committee reviewed the proposed policy and <br />expressed some reservations over the use of impact fee funds for the construction of trails. Staff <br />suggested consideration be given to different levels of trail eligibility. Below are four options for <br />the bulleted item relative to trail eligibility listed in the draft policy. A listing of the locations each <br />option would make eligible for impact fee funding is also presented. <br /> <br />Ootion I <br /> <br />The construction of on-road trails identified on the City's park and trail plan. Eligible trails <br />shall only be those along State, County, City MSA or collector thoroughfares. <br /> <br />Typical eligible roadways would include: T.H. #47, all County roadways, Variolite, 167th <br />Avenue, 153rd/155th Avenue, Sunwood Drive, Dysprosium, McKinley Street, Roanoke, <br />156th Lane and Juniper Ridge Drive. <br /> <br />O0tion 2 <br /> <br />The construction of on-road trails identified on the City's park and trail plan within the area <br />of the City, including and south of 153/155th Avenue and including and west of T.H. #47. <br />Eligible trails shall only be those along State, County, and City MSA or collector <br />thoroughfares. <br /> <br />Typical eligible roadways would include: T.H. #47, C.S.A.H. #5, C.R. #56, C.R. #57, <br />C.R. #83 south of 153/155th, 153/155th Avenue, Sunwood Drive, Dysprosium Street and <br />McKinley Street. <br /> <br />The construction of on-road trails located on State, County, and City MSA streets where <br />the posted speed limit is 50 miles per hour or greater. <br /> <br />Typical eligible roadways would include: T.H. #47, and all County Roads, 153/155 from <br />T.H. #47 to T.H. #10, and Variolite. <br /> <br />O0tion 4 <br /> <br />The construction of on-road trails on the following State, County, and City MSA streets: <br /> (Insert specific authorized list) <br /> <br />Eligible roadways would include: only those listed. <br /> <br /> <br />
