This project will need to compete with <br />other similar projects for limited funds. <br /> <br />Access to Fronting Property <br /> <br />The study proposes the ambitious goal of eliminating 46 private access points between C.R. gl 16 <br />and 167th Avenue. The study does not recommend forcing the removal of any existing driveways, <br />rather, it provides a guide for the City to utilize when opportunities avail themselves from a land <br />use or roadway changes. The study also suggests no new access be allowed. Again, while this is <br />a desirable goal, circumstances will continue to present themselves where new accesses will be <br />requested. <br /> <br />MnDOT currently has the final authority to grant or deny such accesses. MnDot can be held legally <br />responsible for compensating the property for the purchase of access rights. The City also has <br />control over access to the highway through the site plan review process. The report recommends <br />that the City, during the site plan review process, deny new accesses within 600 feet of existing <br />streets or driveways as a safety concern. <br /> <br />Other Issues <br /> <br />In addition to the public hearing comments, the final documents should be reviewed for final text. <br />Several subtle, but significant entries in the revised text report need to be addressed. One such <br />issue occurs on page 37 and 39 which mentions the purchase of 149th Avenue properties by the <br />City. I don't believe it would be prudent to commit the City to this obligation.
