CONSIDER RFP FOR MnDOT LOCAL INITIATIVE <br />APPLICATION FOR T.H. #47 IMPROVEMENT PROJECT <br />By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />One of the primary areas of comment on the T.H. #47 Corridor Study was directed at the <br />improvement of the segment of T.H. #47 between 142nd Avenue and C.S.A.H. #5. These <br />comments were received from both residents and commercial property owners. Beginning in May, <br />the Road and Bridge Committee has been discussing a proposal from SRF, Inc. to submit an <br />application to MnDOT for the improvement of T.H. #47 from 142nd Avenue to C.S.A.H. #5 <br />under what is known as the Local Initiative Program. Each year MnDOT has a segregated fund for <br />the construction of projects which are requested by municipalities and counties. Competition for <br />these funds would be only among similar projects submitted by other municipalities. <br /> <br />At previous Road & Bridge meetings, the scope of such a local initiative project was discussed. <br />Based upon these earlier discussions, the current scope of such a project would entail the following <br />elements: <br /> <br />· the realignment of the intersection C.S.A.H. #5 with Xkimo Street <br />· the signalization of C.S.A.H. #5 and T.H. #47 <br />· the signalization of 142nd Avenue and T.H. #47 <br />· the construction of a four-lane section between 142nd Avenue and C.S.A.H. #5 <br /> <br />There was also some discussion on whether the project would include frontage or service roads <br />paralleling T.H. #47 between 142nd Avenue and C.R. #116. Such service roads might be <br />considered on both the east and west sides of T.H. #47 and could be considered a benefit to T.H. <br />#47 since it would remove some local traffic from this segment. However, it was also noted that <br />these roads may cause a number of alternative plans. It is Staff's opinion that the scope of the <br />project submitted to MnDOT for consideration should remain clear and focused on the above <br />elements which have clear community support. If frontage roads are to be considered, it should be <br />undertaken as a separate project. <br /> <br />Attached is a streamlined proposal from SRF, Inc. to provide the services and documentation <br />necessary to submit an application to MnDOT for the 1997 Local Initiative Projects Program. The <br />total cost to submit an application is estimated to be $5,400. Mr. Denny Eyler will be at the <br />meeting to discuss the contents of the proposal. <br /> <br />Recommendation: <br /> <br />Staff recommends acceptance of the SRF, Inc. proposal to prepare an application for the 1997 <br />Local Initiative Program in the amount of $5,400.
