The Signalization of 142nd Avcn~e

Several comments were received regarding the need to signalize 142nd Avenue and, in general,
implement improvements between 142nd Avenue and C.S.A.H.//5 in the short term.

The signalization of 142nd was originally proposed in the study and continues to be proposed as a
short term improvement scheduled within two years. The City is presently considering an
application for a local initiative program with MnDOT for improvements, including the
signalization of 142nd Avenue during the summer of 1997. However, it must be emphasized that
submitting an application does not assume project funding. This project will need to compete with
other similar projects for limited funds.

Access to Fronting Property

The study proposes the ambitious goal of eliminating 46 private access points between C.R. #116
and 167th Avenue. The study does not recommend forcing the removal of any existing driveways,
rather, it provides a guide for the City to utilize when opportunities avail themselves from a land
use or roadway change. The study also suggests no new access be allowed. Again, while this is a
desirable goal, circumstances will continue to present themselves where new accesses will be
requested.

MnDOT currently has the final authority to grant or deny such accesses. MnDOT can be held
legally responsible for compensating the property for the purchase of access rights. The City also
has control over access to the highway through the site plan review process. The report
recommends that the City, during the site plan review process, deny new accesses within 600 feet
of existing streets or driveways as a safety concern.

O[her Issues

In addition to the public hearing comments, the final documents should be reviewed for final text.
Several subtle, but significant entries in the revised text report need to be addressed. One such
issue occurs on page 37 and 39 which mentions the purchase of 149th Avenue properties by the
City. I don't believe it would be prudent to commit the City to this obligation. Also, the wording
on future private access limitation should be clearly placed in the recommended section.

Recommendation:

Staff recommends the adoption of the T.H. #47 Corridor Study as an amendment to the City's
Comprehensive Plan.

Committee Action:

Review final recommendations of the study.

-and-

Motion to adopt the T.H. #47 Corridor Study as an amendment to the City's Comprehensive Plan.

Reviewed by:

Also distributed to:

City Administrator
City Engineer

City Attorney
Finance Officer

R&B: 7/9/96

/jmk
