DISCUSSION OF PROCESS FOR REVIEWING
TRAFFIC CONTROL REQUESTS
By: Steve Jankowski, City Engineer

Background:

The City frequently receives requests from citizens for various traffic calming measures. The most
frequently requested include:

Children at Play/Watch for Children signs
Stop sign
Lower speed limits/signage
Speed humps

Although the City does have an informal policy on children at play signs (we don't post them) and
speed humps (we've installed one set on Dysprosium Street), we have no written policies in this
area.

In addition, in the past, requests for the posting of stop and yield signs have been handled between
the Police Department and Public Works Department and, in a few cases, Engineering. The City
Council may or may not have knowledge of the requests or the outcome of these requests. At this
point, I would like to solicit some direction from the Road and Bridge Committee as to the
appropriate level of Council involvement with these requests.

It would also be desirable to develop some written policies concerning the installation and
financing of various traffic calming requests. Attached are some sample policies and informational
articles on stop signs, speed limits, children at play signs and speed hump policies. The City
Council must be comfortable in defending any policies they may adopt.

Committee Action:

No action necessary at this time.

Reviewed by:
City Engineer

RB: 07/09/96

Copies also distributed to:

City Administrator
Police Chief
Public Works Supervisor

/jmt
