DISCUSSION OF POLICY ADOPTION FOR <br />PROCESSING TRAFFIC CALMING REQUESTS <br />by: Sieve Jankowski, City Engineer <br /> <br />Background: <br /> <br />At the July 9, 1996 Road and Bridge Committee meeting, discussion on the handling of citizen <br />requests for various traffic calming was initiated. From that discussion, it was the consensus that a <br />process for handling such requests be defined. The following process is proposed: <br /> <br />1) Requests for various traffic calming shall be made in writing. <br /> <br />2) <br /> <br />Each request shall be reviewed by a staff committee comprised of the City Engineer, the <br />Public Works Supervisor, and the Chief of Police, or their designated representatives. <br /> <br />3) <br /> <br />A written summary of the staff committee's findings shall be transmitted to both the <br />requester and the Road and Bridge Conunittee. <br /> <br />In evaluating such requests, it is essential that basic policies and philosophies utilized by staff have <br />the support of Council. At the last Road and Bridge meeting, the Committee requested background <br />information on various traffic policies. <br /> <br />Attached for your review and consideration is the Table of Contents from Neighborhood Traffic <br />Control prepared by the North Central Section of the Institute of Transportation Engineers. This <br />manual was prepared entirely by Minnesota contributors. I have reproduced the 13 of 25 articles <br />contained in this manual. The remaining articles have generally little relevance to Ramsey because <br />they are geared toward more urbanized traffic issues. These articles either deal directly with <br />common requests for traffic calming solutions requested by citizens or provide a tool box of <br />alternative measures which produce the desired traffic calming effect.
