~-CASE # ~ <br /> <br />REVISE T.H. #47 LOCAL INITIATIVE PROJECT APPLICATION <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />On October 7, 1996, an application for a project on T.H. #47 was submitted to MnDOT for <br />consideration under the Local Projects Initiative Program. You may recall that the project <br />consisted of the signalization of the intersections of C.S.A.H. #5 and 142nd Avenue with <br />T.H. #47, the realignment of C.S.A.H. #5, and the installation of a four-lane section <br />between C.S.A.H. #5 and 142nd Avenue. The anticipated cost and funding is as follows: <br /> <br />Signal Signal <br />142nd/47 CSAH 5/47 Roadwork Total <br /> <br />MnDOT 75,000 75,000 930,000 1,080,000 <br />Anoka County 0 18,750 170,000 188,750 <br />Ramsey 75,000 56,250 100,000 231,250 <br />TOTAL 150,000 150,000 1,200,000 1,500,000 <br /> <br />Since the submission of the application both I and Denny Eyler of SRF have spoken to <br />MnDOT regarding the submission. As you will recall, MnDOT's share of the project cost <br />was an item of concern. Last year the average cost of a project funded by this program was <br />under $200,000. In speaking to MnDOT, it is our impression that $500,000 will likely be <br />the funding limit for successful projects. In addition, MnDOT commented that they would <br />have great difficulty with the proposed four-lane section when the downstream section is <br />currently being constructed with only two through lanes. <br /> <br />()bservations: <br /> <br />It seems apparent that if this project is to be successful in being selected, it will require a <br />change in scope from that which has currently been submitted. Even the reduction of the <br />additional lanes will not reduce the cost sufficiently to fall below the anticipated $500,000 <br />threshold. <br /> <br />Recommendation: <br /> <br />It is staff's recommendation that the application be scaled back to request the signalization <br />of T.H. #47 and C.S.A.H. #5. The project would then entail: (a) The realignment of <br />C.S.A.H. #5. (b) The connection of Xkimo Street. (c) The signalization of the <br />intersection; and (d) The grading and realignment of approximately 650 feet of T.H. #47, <br />south of the C.S.A.H. #5/Xkimo intersection. Such a project would result in a MnDOT <br />cost share of $500,000. If this project is successful in obtaining funding, the City could <br />consider pursuing a complimentary project which would include the signalization of 142nd <br />Avenue with the connecting roadwork, although it may be necessary for the City to <br />consider funding the entire 142nd Avenue project through off-system MSA or TIF <br />funding. <br /> <br />Committee Action: <br /> <br />Based upon discussion. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />City Engineer <br />Finance Officer <br /> <br />R&B: 11/26/96 /jmt <br /> <br /> <br />
