CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, January 9, 1996, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present; <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steve Jankowski <br />Administrative Services Manager Linda Waite Smith <br />Zoning Administrator Sylvia Frolik <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Hardin called the regular meeting of the City Council to order at 7:02 p.m. and led <br />in the Pledge of Allegiance to the Flag. <br /> <br />PRESENTATION TO FIRE FIGHTER KELLY NEAMEYER <br /> <br />Mayor Hardin presented Volunteer Fire Fighter Kelly Neameyer with his Fire Department <br />badge, commemorating the end of his probationary period. He commended him for his <br />service and commitment to fire fighting. <br /> <br />CITIZEN INPUT <br /> <br />Gary Stritesky, 6230 - 167th Avenue NW, Ramsey, stated he is the owner of Triple G. <br />He expressed concern about the rising cost of gas/cigarette license. It started out four years <br />ago at $27, then went to $37, then to $95 and this year it's at $300. He suggested if he <br />was getting something back for this large increase in license fees, it wouldn't be so bad. <br />He talked about bad check collection and how he has followed all the rules to turn them <br />over and the City hasn't done anything about it. He also told about a time he caught a <br />shoplifter but he (shoplifter) hadn't yet gone out the outside door, therefore, nothing could <br />be done about it. Mr. Stritesky mentioned some incidences where people have put gas on <br />and taken off without paying - if you offer a description of the car - but no license plate <br />number, again nothing can be done. He stated that in four years, his alarm has gone off <br />twice and after the second time he received a notice from the Police stating that if his alarm <br />went off again he would be fined $50. He recited from an article in the Isanti newspaper <br />about Isanti and Cambridge going after the bad check writers for the businesses in those <br />cities - Cambridge has recovered every check. Sherburne County also takes care of this. <br />He then read from an article in the Anoka Union talking about hiring juveniles to try to buy <br />cigarettes from establishments in Ramsey. He reported that he and his employees check for <br />identification when someone buys cigarettes, however, if one should happen to get by <br />during this project, he will be fined $3,000 and, if it would ever happen again, there would <br />be an arrest. He commented on what parents should be teaching their children and maybe <br />there wouldn't be all these problems - cigarettes for minors, etc. He felt it was ridiculous <br /> <br />City Council/January 9, 1996 <br /> Page 2 of 20 <br /> <br /> <br />
