Councilmember Zimmerman felt that the area that would be good for residential would be
Pearson's Farm, etc. He added that he is not totally comfortable with Pondview Addition.

Motion by Councilmember Peterson and seconded by Councilmember Beahen to keep
commercial/industrial between C.R. g83 and C.R. g56 up to the existing residential area north of
the tracks and show single family residential to the west of Armstrong and as currently zoned for
east of Armstrong. The area between C.R. g56 and C.R. g83 should be changed back to
commercial/industrial.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer and
Zimmerman. Voting No: None.

Councilmember Peterson suggested that we should not show the road. It should just stop at C.R.
g83, and we should show either C.R. gl 16 to Armstrong and stopping or C.R. gl 16 looping and
another road to the north.

Councilmember Beyer stated that just stopping at Armstrong is inconsistent with what we have
been preaching for years about needing an east/west corridor.

Councilmember Zimmerman agreed. County Road gl 16 in the future is an east/west road. It
should be connected up to Highway gl0 - probably with an overpass.

Motion by Councilmember Peterson and seconded by Councilmember Beahen to change narrative
to read, and the map to reflect, C.R. gl 16 should continue west beyond C.R. g83 and eventually
hook into Highway gl0 as a County Road.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer and
Zimmerman. Voting No: None.

It was suggested that the leg of C.R. gl16 going west of Puma Street to 153rd Avenue be
eliminated, to which Mr. Jankowski responded that we do need a linkage to C.R. gl 16.

Councilmember Zimmerman commented he is not comfortable with acting on Pondview Addition,
plus, he felt that he needed to read the minutes of the Planning Commission.

Ms. Frolik stated that we are under a time frame; you have until February 11. If we take the leg of
C.R. gl 16 off, it will conflict with our MSA map.

Councilmember Zimmerman reiterated that he wants to revisit Pondview and look at possibly
keeping commercial at a minimum along C.R. g56.

A comment was made that the road going through the Boy Scout Camp was supposed to have been
removed.

Motion by Mayor Hardin and seconded by Councilmember Peterson to make some verbiage
changes: Page 2 of 15 - g2 - "encourage growth" to "manage growth", g3: - omit the words
"growth oriented". Page 3 - 3rd paragraph - end the sentence with the word "borders". Omit the
rest of the sentence.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen and Zimmerman.
Voting No: Councilmembex Beyer.

Special City Council/Comp Plan/January 23, 1996
Page 4 of 5
