Further discussion: Councilmember Beyer inquired if all of Councilmember Zimmennan's <br />questioned were answered. Councilmember Zimmennan felt that this is being approved with <br />contingencies but it can be worked out. He had also talked with A1 Kempf who feels comfortable <br />with the extension going behind his property. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Case #22: Police Towing Contract for 1996 - 1997 <br /> <br />Mayor Hardin announced he would abstain from this case. <br /> <br />Police Chief Auspos reported that bid solicitations were sent out to five trade area towing fu'ms; <br />three of them responded (Lund's Towing, Duane's Towing and North Star Towing) All three bids <br />were defective in that information required was missing from each. A re-bid was requested and <br />forms were sent out to the three original applicants. Each was called to explain the deficiency <br />particular to their bid. Chief Auspos felt that, overall, Duane's Towing, the present contract <br />holder, offers the most acceptable bid based not only on the current figures but also on past <br />performance of his contract. There have been no complaints from the public concerning charges <br />levied for tows and the officers are well satisfied with his performance. In the case of Lund's <br />Towing, they are just over 10 miles from the center point of the City. The job description <br />specifically sets a maximum of ten miles from the approximate center point of the City. Chief <br />Auspos noted for Council that this contract does not involve charges to the City but, rather, sets <br />out standards of performance and limitations of charges to vehicle owners as a result of police <br />initiated tows. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to approve a two-year <br />towing contract with Duane's Towing. <br /> <br />Further discussion: Discussion ensued between Judy of North Start Towing and Chief Auspos as <br />to how he came to the recommendation of Duane's towing. North Star Towing expressed some <br />concerns about what the recommendation was based upon. Roger Geist with Lund's Towing was <br />also present to explain that along with their towing and storage yard, they also offer the service of <br />automotive repair. Both companies wanted Council aware of what they provide and both <br />questioned if Council went over the bids at all. A rotation system was suggested. Mr. Schroeder <br />stated he did not know if the City had ever tried rotating towing companies in the past but agreed it <br />may make sense to do that. <br /> <br />Motion carded. Voting Yes: Councilmembers Peterson, Beyer, Beahen and Zimmerman. Voting <br />No: None. Abstain: Mayor Hardin. <br /> <br />Case #23: <br /> <br />Initiate Improvement Project g96-16 Sewer, Water, and Street <br />Improvement for Fox Knoll 2nd Addition <br /> <br />City Engineer Jankowski explained that Fox Knoll 2nd Addition is scheduled for preliminary plat <br />approval at the February 27, 1996 Council meeting. The developers have petitioned the City to <br />construct this subdivision as a public improvement. Under this process, the plan preparation and <br />project improvements are assessed against the improved property. Because the firm of John Oliver <br />& Associates has been involved with the developer to this point in the process, and has conducted <br />all the preliminary design work associated with this subdivision, they would be the logical choice <br />to provide the necessary project feasibility study and engineering plans for this development. <br /> <br />City Council/February 13, 1996 <br /> Page 22 of 32 <br /> <br /> <br />
