He recommended adopting the <br />resolution but for Section 2.2 which reads that the allocation proposed by the MPRS is found to be fair <br />and reasonable, and consent thereto is in the best interest of the City. <br /> <br />Mayor Hardin suggested that there should be some of the City's own language inserted in the resolution - <br />language that would make sense for the City of Ramsey. He felt by adopting the resolution, we are <br />agreeing with it. <br /> <br />Attorney Randall inquired if there is a provision for resolution dispute. <br /> <br />Mr. Schroeder wasn't sure and added that this resolution would not have to be adopted tonight and that <br />Council does have the option of proposing a new resolution to the MPRS. <br /> <br />Councilmember Beyer felt the City really does not have a choice in this matter. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to adopt Resolution <br />#96-02-039 approving allocation of damages and authorizing payment thereof. <br /> <br />Motion carried. Absent: CouncilmemberBeahen. <br /> <br />Case #9: <br /> <br />Trunk Highway #47 Corridor Study Project <br /> <br />City Engineer Jankowski reported that since 1995, the City of Ramsey has been working with SRF <br />Consulting Group, Minnesota Department of Transportation, and the Anoka County Highway <br />Department to prepare an access and corridor study for the segment of Trunk Highway #47 from the <br />Anoka city limits to 167th Avenue. A preliminary draft of the study has been prepared. The study <br />documents the extent of safety problems and roadway deficiencies along the study corridor and <br />recommends improvements to mitigate these problems. The study also includes an evaluation of existing <br />access conditions and future access needs. A meeting was held on January 17, 1996, to obtain citizen <br />input on the study. He included a draft report which summarizes the major concerns expressed at that <br />meeting. Mr. Jankowski proposed that Council accept the draft report, make it available at City Hall and <br />the local library for 30 days for public review, notify the property owners adjacent to the study area of <br />the availability of the report, transmit the report to MnDOT and the Anoka County Highway Department <br />for formal comment, schedule a formal presentation by the consultant and formal public hearing before <br />the City Council at the March 26, 1996 meeting, direct any changes as a result of the public hearing and <br />then adopt the corridor study in April 1996. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to accept the draft <br />report on the T.H. #47 corridor study project. This includes making the report available for review and <br />notifying the adjacent property owners of the availability of the report plus transmitting the report to <br />MnDOT and the Anoka County Highway Department for formal comment. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer and Peterson. Voting <br />No: None.
