#47 rights-of-way and separate the old town hall onto its own parcel. The proposed project meets City <br />Code requirements for zoning, lot coverage, setbacks, architectural standards, off-street parking, access, <br />pavement and curbing. The plan needs to be modified to identify the location and construction materials <br />for a screened waste storage area. City Code requires a 20-foot wide landscape area adjacent to all <br />public roads. City staff and the Planning Commission support a reduction in the dimensional <br />requirements for the landscaping in order to achieve the most important right-of-ways necessary for <br />142nd Avenue and T.H. #47. There is no access requested off of T.H. g47 - it will be off of 142nd <br />Avenue. He touched on the drainage and stated that he will be requesting that they move the trails and <br />the drainage be channeled through a sedimentation pond. He felt the developers would not have a <br />problem with that. <br /> <br />Mayor Hardin inquired if he had talked with the architects. <br /> <br />Mr. Jankowski replied this was all mentioned in the City Staff Review Letter and they have not indicated <br />a problem. <br /> <br />Councilmember Peterson remembered Council mentioning school busses coming to the site and he <br />didn't notice anything in the plan for their parking. <br /> <br />Mr. Jankowski responded that there was a suggestion at the Planning Commission level that one parking <br />space should be made deep enough to accommodate a bus. KKE felt this was an extremely tight sight <br />and they did not want to see busses parking there. It was suggested busses could park on 142nd and the <br />children could walk the trail. <br /> <br />Councilmember Peterson suggested the busses could let the children off at the building and then go park <br />somewhere else. <br /> <br />Mr. Jankowski felt that if parking busses on 142nd becomes a problem, we could address it then. <br /> <br />Councilmember Beyer suggested that would be a problem. She also had a problem with the landscaping <br />encroaching on the easement and stated that would require a variance. <br /> <br />Mr. Jankowski assured Councilmember Beyer that the landscaping shown would not be on the right-of- <br />way. <br /> <br />Councilmember Beyer argued that the case states it encroaches on the right-of-way. <br /> <br />Mr. Jankowski showed how the right-of-way from 142nd goes through the site and added that they will <br />dedicate another piece of property. It appears that the landscaping is outside of the right-of-way once <br />that piece of property is dedicated. <br /> <br />Councilmember Zimmerman questioned if the holding pond is in the right-of-way to which Mr. <br />Jankowski replied no. <br /> <br />Councilmember Zimmerman mentioned that Art Raudio is interested in developing that area so he did <br />not know if that would work to have the busses park there. <br /> <br />Councilmember Beyer asked if that would prohibit the traffic in that area. <br /> <br />City Council/February 27, 1996 <br /> Page 4 of 14 <br /> <br /> <br />
