3) Review of Clerical Positions <br /> <br />City Administrator Schroeder reported that Administrative Services Manager Waite Smith has <br />completed a study of clerical staff and has made a recommendation of hiring someone to perform <br />tape transcription services for the Police Department and that someone be hired to provide minute <br />processing, filing and typing services for Administrative Services for 40 hours per month. The <br />Personnel Committee reviewed the study and is in agreement with staff's recommendation. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to authorize staff to <br />hire someone to perform tape transcription services for the Police Department for 20 hours per <br />month through 1996. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson and <br />Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to authorize staff to <br />advertise and hire someone to provide minute processing, filing and typing services for <br />Administrative Services for 40 hours per month through 1996. <br /> <br />Motion carded. Voting No: None. <br /> <br />Case #22: <br /> <br />Adopt Resolution <br />Advertisement for <br />NW <br /> <br />Approving Plans and Specifications and Ordering <br />Bids (Improvement Project g96-16 Sunwood Drive <br /> <br />Ben Deemer, 14501 Sunfish Lake Boulevard NW, Ramsey, stated "I am on your side but I have <br />yet to get into negotiations to purchase the right-of-way on my property. I had one meeting with <br />the City Attorney. I went to Hakanson Anderson to see where the road was. They do not know <br />yet. I am not against the road - my only question is the exact location and I need to see it." He <br />talked about his large oak trees - one of them being possibly the biggest one in Ramsey. He added <br />that no one has asked him if the plans are acceptable. <br /> <br />City Administrator Schmeder stated that the wetland and trees have to be avoided. Other issues <br />have been elevation of the road. We have been talking about these issues for a long time and we <br />have not wanted to initiate formal proceedings until we have a proposed alignment. We have not <br />made a formal offer to the land owners. <br /> <br />Mr. Deemer stated he did not want to, but threatened to hire an attorney. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Peterson to table any action on <br />this issue until all proper documents are signed and it's approved by Ben Deemer. <br /> <br />Further discussion: Councilmember Beyer stated she wanted to see everything done procedurally. <br />We should have easements before we go for bids. Councilmember Zimmerman commented that <br />there's not such a big hang up here. Mr. Deemer commented on the west 500 feet. City Engineer <br />Jankowski reported that the centerline was staked and he thought Mr. Deemer was assured it was <br />far enough away from the trees. Mr. Deemer stated that was last fall - it's now changed. He <br />expressed interest in where the south line should be. He added that he would like No Trespassing <br />signs. Mr. Schroeder commented that it's not like we have not been talking with Mr. Deemer but <br />the description of the property has been changing and it's difficult to buy when you do not know <br />what the description is. The description changed because of the trees, the wetland, and the Kurak <br />property. Councilmember Zimmerman hoped the City could move this along and find out where <br />this alignment is for.
