Amendment by Councilmember Beyer and seconded by Councilmember Zimmerman to include in <br />the motion, a review by the City Attorney of the legality of Council directing this as opposed to a <br />petition. <br /> <br />Amendment carried: Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman, Beahen <br />and Peterson. Voting No: None. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman, Beahen and <br />Peterson. Voting No: None. <br /> <br />Case #3: North Metro Mayors Presentation <br /> <br />El Tinklenberg, President of North Metro Mayors Association, summarized the recent activities <br />and accomplishments of the Association and some of the discussions that have taken place with <br />regard to transportation funding, etc. <br /> <br />Case #2: Trunk Highway #47 Corridor Study <br /> <br />City Engineer Jankowski explained that, in the fall of 1995, the City of Ramsey initiated a corridor <br />study along Trunk Highway #47, south of 167th Avenue. The purpose of this study included <br />determining the extent of current traffic operations, problems and possible solutions, providing for <br />the needs of the City by developing an access management plan and ultimate roadway design and <br />developing a planning time table for when additional improvements are likely. The process which <br />led to the development of the draft study was prepared by SRF Consulting Group with input <br />provided through monthly meetings with a study steering committee which consisted of MnDOT, <br />Anoka County Highway Department, and the City of Ramsey Road and Bridge Committee. On <br />January 17, 1996, the public was invited to attend an open house on the study. Concerns <br />expressed by the public at that meeting were summarized and addressed in the draft document. In <br />addition, a workshop session was held on March 19, 1996, with steering committee <br />representatives and individuals who cited concerns over issues of access, land acquisitions, and <br />potential funding. Mr. Jankowski explained further that tonight's public hearing is intended to <br />receive formal public comment on the study which, after adoption, will be considered a part of the <br />City's Comprehensive Plan. In addition to the public comment, receipt of written comments are <br />anticipated from Anoka County, MnDOT, and the Metropolitan Council. He added that copies of <br />the draft study have been available at City Hall and also at the library. <br /> <br />Denny Eyler, SRF, reported that they solicited comments from the County, State and the <br />Metropolitan Council. The comments received back from Anoka County regarding the draft were <br />of a technical nature. He apologized for the "non-polished look" of the report but reminded all <br />present that it is a draft. <br /> <br />Mayor Hardin closed the regular portion of the City Council meeting at 7:31 p.m. in order to <br />conduct the public heating <br /> <br />Public Hearing <br /> <br />Mayor Hardin called the public hearing to order at 7:31 p.m. <br /> <br />Citizen Input <br /> <br />Bill Dorn, representing Lord of Life Lutheran Church, 14501 Nowthen Boulevard NW, Ramsey, <br />stated that the church is a major "stock holder" in the Highway #47 corridor and thanked the City <br />for funding and conducting the study. He explained that Lord of Life Church has experienced <br />much growth in the past five years and they expect it will continue.
