Marlys Williams, 5180 - 157th Lane NW, Ramsey, stated she was present to complain that <br />some of her neighbor's property values have not gone up. Her valuation went up 10.10% <br />while the neighbor's went up 1%. <br /> <br />Mr. Donnelly stated he was in Ms. Williams' area in May, 1995. He measured her home <br />and left a note for her to call him for an appointment. There had been no reply but he stated <br />he would certainly review her property if she felt it was not properly valued. <br /> <br />Ms. Williams inquired why her neighbor's homes were only increasing about 2% in value. <br /> <br />Mr. Donnelly reported how he assesses the areas of the City and explained that he had not <br />been to Ms. William's neighbors yet. It's possible that their value will increase more when <br />he reviews them. <br /> <br />Ms. Williams questioned what is taken into consideration when a property is assessed. <br /> <br />Mr. Donnelly responded that it's land, structure, condition, general neighborhood, <br />location, size, quality, etc. <br /> <br />Ms. Williams inquired if a bunch of junk cars would lower her neighbor's property value <br />and raise hers. <br /> <br />Mr. Donnelly suggested Ms. Williams talk with the City about her neighbor's junk cars. <br /> <br />Mr. Roof stated he has an asphalt business across the street from his home and he feels that <br />will hurt his property value. <br /> <br />Mayor Hardin stated that Ms. Williams had asked how the assessment was affected by junk <br />cars. <br /> <br />Mr. Donnelly explained that this would be considered a temporary situation. If a different <br />owner came in, hopefully, that would be cleaned up. For most buyers, that does not <br />influence the purchase that much. <br /> <br />Mr. Roof felt that it really affects the property value. <br /> <br />Mayor Hardin agreed that it does eventually affect market value as market values are <br />reflected on sales. <br /> <br />Mr. Donnelly reported that Randy and Joan Flaven, PIN 18-32-25-13-0008, recently had <br />their property reviewed. They are not in agreement with the appraisal and want to appear at <br />the County level. <br /> <br />Diana Stellmach, Anoka County Assessor's Office, stated that Robert Hunt, PIN 34-32- <br />25-11-0017 and Anoka International, PIN 35-32-25-31-0014, requested reviews. <br /> <br />Mr. Schroeder inquired what number they wanted to be at. <br /> <br />Ms. Stellmach stated they just want her to take a second look at this - they have not given a <br />number. Hunt has a pole building and it is currently assessed at $117,300 and Anoka <br />International is currently valued at $738,700. <br /> <br />A letter was given to Mr. Donnelly from John Holewa, PIN 18-32-25-42-0018, requesting <br />a review. <br /> <br />Board of Review/April 8, 1996 <br /> Page 2 of 3 <br /> <br /> <br />
