it was determined that Mr. McLafferty's capabilities are monitored by the licensing agencies and <br />the City is charged with reviewing the CUP application for two more youth at the residence based <br />on the criteria established in City Code. Because there were no substantial facts and evidence <br />regarding zoning issues presented at the public heating to the effect that the addition of two youth <br />will have negative impacts as outlined in the criteria for granting a CUP, the Planning Commission <br />drafted a positive findings of fact and recommended approval of the request. The City Attorney <br />has reviewed the findings of fact prepared by the Planning Commission and made some language <br />revisions to same without altering the content of the findings. Staff recommends adoption of the <br />findings of fact as amended by the City Attorney. She indicated that Patrick McLafferty and <br />Cecilia Hugh (Volunteers of America - [supporting group]) were in the audience. <br /> <br />Patrick McLafferty, 7321 - 154th Lane NW, Ramsey, stated that these bOys are his children in his <br />home. Nothing changed from 18 months ago other than the fact that he was not allowed to have <br />two more kids in his home. <br /> <br />Mayor Hardin asked Mr. McLafferty if he is at the home all the time. <br /> <br />Mr. McLafferty responded saying "I leave just like you do'. <br /> <br />Councilmember Beyer inquired if Mr. McLafferty has hired help. <br /> <br />Mr. McLafferty answered that he has respite providers to take care of things when he is gone and <br />he also has a live-in aid. <br /> <br />Councilmember Beyer questioned if that live-in aid is a salaried position. <br /> <br />Mr. McLafferty replied that the aid receives room and board, car expenses, and some money when <br />he (McLafferty) is able to pay him. He is not listed as an employee - there is no written agreement. <br />This is a symbiotic relationship. <br /> <br />Councilmember Beyer asked Mr. McLafferty Why he left the Planning Commission meeting. <br /> <br />Mr. McLafferty answered that he did not want to cry in public - he was upset and frustrated and he <br />had heard enough. <br /> <br />Councilmember Beyer felt this did not constitute him walking out. <br /> <br />Cecilia Hugh, Volunteers of America, explained :that Mr. McLafferty left the Planning Commission <br />meeting when he stated if he could he would no longer live in Ramsey and the audience clapped. <br />That's when he became upset. <br /> <br />Councilmember Peterson inquired if it is so that the children can be left unattended for four hours. <br /> <br />Ms. Hugh replied yes. <br /> <br />Councilmember Peterson stated that we have heard comments about some of the boys going to the <br />neighbors asking for rides, etc. <br /> <br />Ms. Hugh stated she is aware of this situation. One of the youth was grounded and went to the <br />neighbor's house to use the phone and ask for rides. <br /> <br />Mr. McLafferty explained that one of the privileges for the boys is that he gives them tides to work <br />and activities. If they do not deserve privileges, he does not give them rides.
