2) Review of T.H.//47 Corridor Study

City Engineer Jankowski reviewed that a public hearing was held in March of 1996 and input from
residents was solicited. There are some remaining issues which the Council needs to provide
direction on prior to final acceptance. The Road and Bridge Committee discussed how to address the
request of 149th Avenue residents who are concerned that some timeframe be provided on when their
property would be acquired for the widening of T.H. //47. The Road and Bridge Committee
recommends the City not pursue completion of the Sunwood Drive/149th Street connection until the
resident's property is acquired for the expansion of T.H. #47 and that these two projects be
coordinated to happen at the same time. It was noted that the Study indicates warrants for that
improvement will happen in 8 to 20 years and the City will not take a position to assure any date in
particular but will use those dates for projecting. The Road and Bridge Committee suggests 149th
Avenue residents be invited to an informational meeting and the SRF consultant has indicated he will
coordinate with Mn/DOT to have a right-of-way consultant present to discuss their policies on
acquisition.

Councilmember Zimmerman noted that there has been some discussion to extend Sunwood Drive
only to T.H. #47 but the Road and Bridge Committee is committed to connecting it to 149th Avenue
since it provides better flow of traffic through the area.

Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to table consideration
of the T.H. #47 Corridor Study as an amendment to the City's Comprehensive Plan.

Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen, and
Peterson. Voting No: None.

3) Report on 171st Traffic Study

City Engineer Jankowski advised this informational item was discussed by the Road and Bridge
Committee. No action was taken and it will be reconsider at their August meeting.

4) Formal Process for Reviewing Traffic Control Requests

City Engineer lankowski advised the City occasionally receives requests for traffic control devices,
signs, and speed humps, and the Road and Bridge Committee directed staff.to prepare a procedure
for their review as to how these requests would be channeled through the organization.

Councilmember Beyer added that staff.was also directed to submit Minnesota Statute information.

Councilmember Zimmerman commented on the success of recently placed speed humps.

No Council action is necessary.

City Council/July 9, 1996
