Ms. Waite Smith reported that following research, it was concluded that the City employees will be
best served by staying with the Public Employees Insurance Program. This program offers
employees a choice of three health care plans: Medica, Health Partners and Blue Plus. The rates
have not changed from last year, however, family coverage dropped and single coverage slightly
increased. Consensus of the Personnel Committee was that the City need not contract with an
insurance agent to provide assistance for the coming year.

Motion by Councilmember Beyer and seconded by Councilmember Beahen to authorize staff to
continue participation in the Public Employees Insurance Program for the period of September 1,
1996 through August 31, 1997.

Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, Peterson and
Zimmerman.
