CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, August 27, 1996, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson (left early) <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />Administrative Services Manager Linda Waite Smith <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Hardin called the regular meeting of the City Council meeting to order at 7:06 p.m. and led <br />in the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Andries Hillebregt, 16926 Bison Street NW, Ramsey, asked if he bought a house on a creek, <br />would Council reroute the creek by someone else's house. He felt that closing 171st Avenue is <br />just as ridiculous. If you live on a street, you have to expect traffic, but because of one person, <br />Council is closing 171st. He presented petitions with signatures of persons strongly opposed to <br />the closing of 171st. See Exhibit "A". <br /> <br />Mayor Hardin announced that he has received several phone calls regarding the closure of 171st <br />Avenue and he felt this issue should be again discussed. <br /> <br />Randy Keyser, 16967 Bison Street NW, Ramsey, stated they have lived there for 16 years - way <br />back when Bison was not much of a street and 171st Avenue was not in existence. My lot size <br />shrunk by 25 feet because of 171st and so did my neighbors. My developer told me I would have <br />to give up some property for a street - our street, now one person calls it his street. One person is <br />harassing everyone - I feel someone will get hurt. His kids are in the middle of the road. He has <br />young kids there in daycare and there is no supervision of the kids in the street. My boys are <br />scared because of his threats. You cannot make a decision like that on just his input. The City <br />streets are for driving to and from somewhere. He commented on having to drive out of his way <br />to pick up his carpool person. Rerouting this traffic does not make sense. There's some legal <br />things that should be looked at. He (Dusbabek) wants this street to be a playground. <br /> <br />Catherine Dickenson, 14000 Sunfish Lake Boulevard NW, Ramsey, read a prepared statement <br />regarding her family's property which is located next to Mate Precision Tooling. The presentation <br />was related to Council's vote to initiate condemnation proceedings against this property. See <br />Exhibit "B". <br /> <br />Mr. Schroeder indicated that discussions with the Dickinson's would continue. <br /> <br />City Council/August 27, 1996 <br /> Page 3 of 17 <br /> <br /> <br />
