Johnson Holdings, Ine.'s recently applied for <br />a temporary site permit at the August 27, 1996 City Council meeting and, as <br />you know, this application was denied at that time. <br /> <br />The following is a recital of some of the issues which have combined to <br />hinder and delay Johnson Holdings, Inc.' s ability to meet its obligations <br />under the development agreement: <br /> <br />As you know, Northland Security Bank, the de novo bank located across the <br />street from our future bank site, has filed a letter with the Minnesota <br />Department of Commerce regarding Johnson Holdings, Inc.'$ application to <br />locate its branch on the contemplated site. In my opinion, although all of the <br />issues set forth by Northland are, at best, frivolous and without merit, they <br />have effectively drawn Johnson Holdings, lnc.'s application into a lengthy <br />bureaucratic nightmare. Johnson Holdings, Inc. will be responding to <br />Northland's objections. <br /> <br />I was informed today that Rum River Properties title work has now been <br />completed on the CVS land acquisition. The delay in this enfity's ability to <br />acquire said property, coupled with the delay in the project design and the <br />delineation of the lot has substantially set back Johnson Holdings, Inc.'s <br />timetable. As you also know, there has been delay in the historical <br />renovation bid process. I am unclear as to where this process stands at <br />present. <br /> <br />Ia smrnary, it appears fraitless to engage in placing blame for these delays <br />as there have been numerous issues co-mingled within each set of <br />circumstances. <br /> <br /> <br />
