Chairperson Bawden stated that the discussion regarding the intersection of T.H. #47 and Sunwood <br />Drive should be added as Case #2. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to approve the agenda with <br />the addition of Case #2. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson, Zimmerman, <br />Chairperson Bawden, Commissioners Deemer, Holland, Jensen, LaDue, Terry, and Thorud. Voting <br />No: None. Absent: None. <br /> <br />COUNCIL/COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Review Proposed Revisions to Draft Ordinance to Establish Regulations for <br />Parking and Storing Commercial and Private Use Vehicles and Equipment in <br />the Residential Districts <br /> <br />Mayor Hardin explained that he has met with Ms. Frolik, Mr. Fitzpatrick, Mr. Schroeder, and Mr. <br />Bawden to try to resolve the issues with this ordinance. He stated that the latest revision dated <br />September 17, 1996, proposes additional language and changes. <br /> <br />Mr. Schroeder outlined the latest changes proposed to the ordinance. He explained that the most <br />significant change was located in section 9.02, regarding definitions. Mr. Schroeder explained that <br />standard vehicles with company logos will no longer be considered commercial vehicles. <br /> <br />Mr. Schroeder explained that the second change involves the largest issue in the Urban areas which <br />is enforcement. Mr. Schroeder explained that the suggestion is to require Urban districts to prepare <br />the surface with bituminous pavement or concrete and Rural districts prepare the surface with a <br />minimum ofconbit or gravel. <br /> <br />Mr. Schroeder explained that the final proposed change located in item C., outlined that commercial <br />vehicles can be parked outside for short-term periods (eight hours or less), for purposes such as <br />loading and unloading. <br /> <br />Commissioner Holland noted that the term "storage" had been struck, and asked for the rationale <br />behind that. Mr. Schroeder stated that they could not define the difference between parking and <br />storing a vehicle. <br /> <br />Motion by Commissioner Holland and seconded by Chairperson Bawden to change item A by <br />removing the words "stored and front", and adding a comma after the word "driveway". <br /> <br />Further Discussion: Commissioner Deemer stated that residents with larger lots in the Urban districts <br />should have some discretion.
