Case gl0:

Introduce Ordinance Renaming 147th lane Northeast to 148th Avenue
Northwest in Chestnut Ridge 3rd Addition

City Administrator Schroeder stated that with the ~ing of the Chestnut Ridge 3rd plat, it was
noticed that the developer had inadvertently identified a street as 147th Lane Northeast. All public
roadways in Ramsey are identified as Northwest. In addition, the street numbering does not
follow the correct sequence resulting in a street to the south having the same 147th Lane number.
To remedy this situation, the City is proposing the changing of 147th Lane NE to 148th Avenue
NW. Currently, there are no certificates of occupancy issued so this change will not affect any
residents.

Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to introduce the
ordinance changing the name of 147th Lane Northeast to 148th Avenue Northwest in Chestnut
Ridge 3rd Addition.

Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen and
Peterson. Voting No: None.

Case #11: Report from Finance Committee

1) Award Contract for Professional Audit Services

Finance Officer Hart stated that bids were received with regard to the RFP sent out for audit
services. The Finance Committee determined that the Finance Committee Chair (Councilmember
Peterson) the Finance Officer and the City Administrator, plus whomever else on Council would
like to be involved, will request a management letter from each of the firms, review such letter and
come back on October 8, 1996, with a recommendation as to which fh'rn the contract should be
awarded to.

2) Consider 1997 - 1998 Goals and Contract for City Administrator

Administrative Services Manager Waite Smith stated that the Finance Committee considered the
contract for the City Administrator. One of the directions was to present developmental goals. We
looked at the area of needs of special attention. The Finance Committee recommended the goals be
adopted.

Motion by Councilmember Peterson and seconded by Councilmember Beahen to approve the City
Administrator's Developmental Goals for 1997 - 1997.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer and
Zimmerman. Voting No: None.

Ms. Waite Smith stated that with regard to the City Administrator's contract, the text was presented
at the September 9, 1996 meeting, and the duration of that contract was through the end of 1998.
It would include a severance clause entitling the Administrator to four months of severance pay in
the event he was terminated for reasons other than cause or until he would find another job,
whichever came first. There was an increase in the car allowance from $250 to $300 which is still
below other cities in our class. The final item was salary - $63,000 in 1996, $66,000 in 1997, and
$69,000 in 1998. Even with these increases, by the end of 1998, our City Administrator would
still be paid less than the 1995 average of cities in our class.

City Council/September 24, 1996
