Absent: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: 171st/Bison Street Closure <br /> <br />City Administrator Schroeder reported that at the meeting of August 13, 1996, Council voted to <br />temporarily close 171st Avenue at Bison Street for a three-month period. At the following <br />meeting, Council received a petition from area residents requesting that the barricades be removed. <br />Council then scheduled a neighborhood meeting to discuss this issue further. Such meeting was <br />held on September 11, 1996. Residents from Bison Street, south of C.R. #63, Dellwood Hills, <br />Golden Eagle Estates, and Trott Brook Ridge subdivisions were notified of the meeting. Both <br />sides were presented at this meeting. Several suggestions with merit were mentioned. The options <br />for action that have been raised, to date, are: 1) Permanently close 171st; 2) Close 171st but <br />allow for a bike path; 3) Connect lower Bison to Trott Brook Ridge; 4) Open 171st; 5) Place <br />stop signs at either end of 171 st; 6) Place speed bumps on Zeolite; 7) Increase Police patrol; and <br />8) Post a lower speed limit. Staff is suggesting that 171st be reopened and, in response to speed <br />concerns, that stop signs be placed at either end of 171st. Another concern at the meeting was the <br />speed on Zeolite. We are suggesting a speed bump or two or three in order to attempt to address <br />this concern. Mr. Schroeder stated that the City recently received a letter from School District #728 <br />expressing concern for 171st and requesting that it be reopened. The Road and Bridge Committee <br />has suggested that we should be more open to requests for signs. Our largest concern about speed <br />bumps is that we will end upon with some in about 50 different neighborhoods. However, staff is <br />suggesting we put some in this area. <br /> <br />Mayor Hardin did not feel that 171st should be blocked off. <br /> <br />Councilmember Zimmerman commented that there is still a lot of friction in this neighborhood. A <br />lot of hatred and he did not feel they are quite ready to have 171st opened yet. Council wanted <br />things to cool down and suggested it be closed for three months. <br /> <br />Mayor Hardin pointed out that the closing of 171st did not appear to have made anything cool <br />down. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Peterson to remove the barricades and <br />reopen 171 st Avenue. <br /> <br />City Council/September 24, 1996 <br /> Page 4 of 13 <br /> <br /> <br />
