Mayor Hardin called the meeting back to order at 7:37 p.m. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to adopt <br />Resolution g96-10-301 adopting assessments for past-due charges on municipal utility bills, which <br />may include water, sewer, street lighting, recycling charges and penalties incurred, and current <br />services rendered. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Zimmerman, Beahen and <br />Beyer. Voting No: None. <br /> <br />Case #13: <br /> <br />Public Hearing and Levying of Assessments for Improvement Project <br />#95-14 (The Construction of Sanitary Sewer, Watermain, Storm <br />Sewer and Streets to Serve the Haubrich Addition <br /> <br />City Engineer Jankowski stated that this public hearing is for Improvement Project g95-14 which <br />is the construction of sanitary sewer, watermain, storm sewer and streets to serve the Haubrich <br />Addition. The feasibility study was done in June, 1995. At that time, the project cost was <br />anticipated to be $156,826.00. The feasibility study also outlined the method for how the project <br />would be assessed. The final costs have been received. They are $159,269. In addition, we have <br />trunk assessments added to the cost. The proposed amount to six properties are less than 2% <br />above what was identified in the feasibility study. The lots subdivided by Green and Juskiewicz <br />will have trunk charges. <br /> <br />Mayor Hardin closed the regular portion of the Council meeting at 7:40 p.m. in order to conduct <br />the public hearing. <br /> <br />Public Hearing <br /> <br />Mayor Hardin called the public hearing to order at 7:40 p.m. <br /> <br />Citizen Input <br /> <br />Steve Croteau, 5939 - 151 st Lane NW, Ramsey, stated he received a letter dated 9/27 from Mr. <br />Jankowski. He was advised that he needed to approach City Council with a formal statement <br />objecting to the assessment based upon the Charter Amendment provision. Mr. Croteau gave such <br />letter/statement to Mayor Hardin. He then stated that he has a couple of questions relative to the <br />final project cost. 1) The lateral benefit from g95-13 is $25,317. He felt these costs are not <br />necessarily directly attributable to the 151st Lane project. These are costs to make sewer and water <br />available to the school and Fox Knoll subdivision. <br /> <br />Mr. Jankowski replied that is correct, however, the benefit of the 8" main is attributed to g95- I4. <br /> <br />Mr. Croteau - the $624, was that also committed costs? Why is this a component part of the cost <br />attributed to 151 st Lane when these would have been incurred anyway. <br /> <br />Mr. Jankowski responded that the trunk charge is assessed to all the properties. It's not directly <br />attributable to a particular project. Some projects we do not spend 1¢ putting in trunk sewer but <br />we collect cost but then some we spend more than we assess for. There is always a trunk <br />assessment. <br /> <br />Mr. Croteau inquired of the costs for fiscal, legal, administrative, etc. Is this typical? It seems that <br />three and five percent numbers are arbitrary. It means the City is padding some of the costs. <br /> <br />City Council/October 8, 1996 <br /> Page 16 of 26 <br /> <br /> <br />
