CITY COUNCIL
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Council conducted a regular meeting on Tuesday, October 8, 1996, at the
Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota.

Members Present:

Mayor Glen Hardin
Councilmember Carolyn Beahen
Councilmember Sheila Beyer
Councilmember Kenneth Peterson
Councilmember Gerald Zimmerman

Also Present:

City Administrator Ryan Schroeder
Finance Officer Jessie Hart
Administrative Services Manager Linda Waite Smith
City Engineer Steve Jankowski
Zoning Administrator Sylvia Frolik
City Attorney William Goodrich

CALL TO ORDER

Mayor Hardin called the regular meeting of the City Council to order at 7:00 p.m. and led in the
Pledge of Allegiance to the Flag.

CITIZEN INPUT

Reid Droegemueller, new President of Ramsey Youth Athletic Association, stated he is present to
introduce himself in his new position in RYAA and to speak about RYAA's interest in the sale of
the land north of the Landfill. He quoted statistics of how many children are involved in RYAA's
sports programs. If this land is not sold by this fall or early next spring, there probably will not be
enough time to get Alpine Park developed to meet our needs for 1997. We would like to see
Alpine developed as a baseball/soccer complex - to be built in the active area of Alpine. He stated
he would be making this presentation to the Park and Recreation Commission but thought Council
would like a copy to look at also.

Terry Hendriksen, 15631 Ramsey Boulevard NW, Ramsey, stated he is the author of the Charter
amendment which passed on May 21. It was transcribed improperly in the public copy that is put
out in the lobby of City Hall. He stated he is calling attention to this as it has a bearing on one of
the cases in the agenda.

City Administrator Schroeder stated that the correction would be made.

John Haubrich, 15156 Nowthen Boulevard NW, Ramsey, stated he would like addressed the 100'
drainage easement that should be vacated.

City Engineer Jankowski responded that is somewhat in conjunction with the public hearing of
Case #13 on tonight's agenda. Part of what the City is assessing Mr. Haubrich for has a drainage
easement. If he wants to subdivide, he would have to vacate a portion of the easement which
could be done easily because we do not need that length anymore.

Mr. Schroeder stated that it's not necessary to do now but it would be necessary at the time of
subdividing.

City Council/October 8, 1996
