CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, October 22, 1996, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />Administrative Services Manager Linda Waite Smith <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Hardin called the regular meeting of the City Council to order at 7:00 p.m. and led in the <br />Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Randy Lakings, 16940 Zeolite Street NW, Ramsey, recollected that a couple months ago, it was <br />brought up about putting in speed bumps on Zeolite Street. <br /> <br />City Administrator Schroeder stated that was discussed at a neighborhood meeting which resulted <br />due to traffic on Bison, 171st, Zeolite, etc. We talked about various traffic calming procedures. <br />City Council chose to install a couple of stop signs on 171st and to have the Police Department <br />monitor the traffic, and to get a speed and traffic device from the County. Council felt we should <br />try these options first and go from there. <br /> <br />Mr. Lakings wanted Council aware of the fact that there are about 15 kids, aged 10 and under, <br />who live between 169th and 170th. <br /> <br />Ben Deemer, 14501 Sunfish Lake Boulevard NW, Ramsey, made an appeal that his campaign <br />signs be returned to him or to a public place. <br /> <br />Terry Hendriksen, 15631 Ramsey Boulevard NW, Ramsey, stated that the Council Update on <br />Cable is a valuable tool. It's good to see the higher points of the City Council meeting. However, <br />it's only valuable if it's an accurate and unbiased report. He had three issues with the last report. <br />1) The Charter, as it existed, in reference to the Haubrich project, even if the petition had <br />contained 100% of signatures, it's not a requirement that you order the project. 2) The report <br />seemed to imply that the Charter had not reviewed the fairness of the petition process. At the time <br />of the Haubrich assessment, Councilmember Zimmerman was offended that you ordered this <br />project and asked that the Charter look at this. They did, and recommended no change. 3) It was <br />said that three property owners who are opposed to the project circulated a petition so they would <br />not have to be assessed for it.
