Voting No: None. <br /> <br />COUNCIL BUSINESS: <br /> <br />Case #1: Request for Final Plat Approval of Harmony Farm, A Minor <br /> Subdivision; Case of Gerald Bauer <br /> <br />Zoning Administrator Frolik stated that Gerald Bauer is requesting f'mal plat approval to subdivide <br />40 acres in the rural transition area into four lots; one existing homestead and three new single <br />family residential lots. The property is located in the northeast quadrant of the intersection of 167th <br />and C.S.A.H. #5. She explained that the four-lot minor subdivision is in conformance with the 4 <br />in 40 density zoning. Lots 1, 2 and 3 of Block 1 meet the 200 foot lot width and 2.5 acre area <br />requirements. Lot 1 of Block 1 also met these dimensional and area requirements at the sketch plan <br />stage, but had to be forfeited in order to comply with the recommendation of the Planning <br />Commission and City Staff that Outlot A, a proposed future street, align with Coquina Street on <br />the south side of 167th. The Planning Commission and City staff recommend approval of this <br />deviation from the minimum lot width and area requirements to facilitate orderly extension of <br />streets in the future. Lot 1, Block 2, will facilitate an existing homestead on the property. Outlot A <br />will be dedicated to the City for future use as a public street to access Outlot B if and when the <br />property re-subdivides. She noted that Outlots B and C will be held for future development when <br />sewer and water is available or when 4 in 40 density zoning is abolished. Lot 1, Block 1 and Lot <br />1, Block 2, will access 167th Avenue at the same location on Outlot A. At such time as the <br />property is re-subdivided and Outlot A is developed as a City street, these lots will access this <br />northerly extension of Coquina rather than 167th. The driveway for LOt 2, Block 2, will align <br />with Dolomite Street on the south side of 167th. The Park and Recreation Commission <br />recommend cash to satisfy park dedication and the Planning Commission, Park and Recreation <br />Commission and staff recommend approval. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt Resolution <br />4/96-1.0-311 approving the final plat for Harmony Farm contingent upon compliance with City <br />Staff Review Letter dated October 17, 1996. <br /> <br />Motion carded.
