Mr. Schroeder - The County does the appraisal of your homes and we do not provide any direction
to them. Whether a development would cause your value to increase, I do not know. I would
hope it would improve the neighborhood. That, then may increase your value, but I do not really
know that.

John C. Peterson - I just had the assessor by my home and since the landf'fll closed, that raised
everyone's taxes up.

Mr. Schroeder - We just got a note from the County today and it looks like the total tax rate will be
going down next year because of aid to the school districts. It seems we are in for a little bit of
good news.

John C. Peterson - You build all these homes you need a bigger school - do you ever get ahead?.

Mr. Schroeder - We do not expect to be building a lot more new homes in Ramsey. There is not a
whole lot of developable land left. We do expect development will continue in the industrial area
but residential growth will probably slow to a crawl about three years from now.

Jan Reiter - You have answered all my questions.

Mr. Schroeder - There has been some discussion about a passive park instead of active.

Jan Reiter and Betty Olesen - We want an active park.

Phillip Oredson - How many ball fields does Central Park have and how would this park compare
to it.

Reid Droegemueller - There are seven fields at Central Park. Central Park is square and fiat. This
area - the west and east end are not fit for this much development. We are still doing some design
to squeeze in more fields but the area is not conducive to a four-plex like at Central Park.

Mr. Schroeder - What shortages in our park system do you think there are.

Curtis Peterson - Hockey.

Others answered skating and soccer.

Betty Olesen - I want lots of walking trails to get off the streets.

Mr. Schroeder - We are starting to get a fairly significant trail system.

Reid Droegemueller - One of the concepts we are working on is not only a trail on the back of the
fields but also maybe running a trail up inside the end but over the road so you can make a circuit
around the whole park. Maybe tapping into the methane gas and using gas lights and maybe even
setting up a cross-country ski loop. If you are going to look at passive or active, the first concern
is safety. It would be a lit trail and would be more safe. We are still talking about these things.

Betty Olesen - This pedestrian bridge - is it possible to dig a tunnel?

Mr. Schroeder - Tunnels make me nervous but it's certainly something the Park and Recreation
Commission could look at.

Tom Gamec - Majestic Oaks is having a lot of trouble with theirs. There is a lot of stuff going on -
it's better if it's open.

Alpine Neighborhood Meeting/October 24, 1996
Page 6 of 7
