Councilmember Peterson asked the appropriate place to add such a clause. <br /> <br />City Attorney Goodrich stated that it could be added to the ordinance or adopted as City policy on <br />a separate resolution. If it is added to the ordinance, he would suggest a new Section 2 within the <br />franchise fee section. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to table this matter and <br />direct staffto prepare a draft ordinance that includes a section to dedicate the increased revenue for <br />the sole purpose of sealcoating improvements. <br /> <br />Motion carried. Absent: CouncilmemberZimmerman. <br /> <br />Case #8: Report from Road and Bridge Committee <br /> <br />1) <br />2) <br /> <br />3) <br />4) <br />S) <br /> <br />Review of Plans for Speed Limits n Sunwood Drive <br />Approve Mn/DOT Preliminary Plans for Trunk Highway #47 Work Scheduled for <br />1999 <br />Update on T.H. #47 Local Initiative Project <br />Well Head Protection Joint Powers Agreement <br />Discussion of Policy for Processing Traffic Calming Requests <br /> <br />City Administrator Schroeder rePorted that the Road and Bridge Committee did not meet due to lack <br />of a quorum but requested Council review of the first three items. <br /> <br />1) Review of Plans for Speed Limits ¢~Sunwood Drive <br /> <br />City Engineer Sankowski reported that two new segments have been completed on Sunwood Drive. <br />Both are largely unposted except for the portion in Wood Pond Hills, which is posted at 30 mph. at <br />the time the subdivision was constructed. The road design is for 40 mph., and state statutes allow <br />unposted portions of the highway to be either designated 50 mph in rural areas and 30 mph in urban <br />areas. In order to post the 30 mph speed limit, the City will have to petition Mn/DOT for a speed <br />study, and he would recommend petitioning a posted speed limit for the entire segment of Sunwood <br />Drive from County Road 5 to County Road 57. The study will determine the speed most motorists <br />drive on good road conditions. <br /> <br />Councilmember Beyer suggested posting a speed limit of 30 mph until the study is completed. <br />City Attorney Goodrich stated that the City would have to have the proper authorization to post the <br />speed limit. <br /> <br />Councilmember Peterson asked how long it will take for the study to be completed. <br /> <br />City Engineer Jankowski responded a month or more. The biggest consideration is dry roads. <br />Mn/DOT will not conduct a speed study if there is snow on any portion of the road. <br /> <br />City Council/November 12, 1996 <br /> Page 12 of 15 <br /> <br /> <br />
