CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, November 12, <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br /> <br />Arrived Late: <br /> <br />Councilmember Kenneth Peterson <br /> <br />Members Absent: Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steve Jankowski <br />City Attorney William Goodrich <br />Zoning Administrator Sylvia Frolik <br />Planning Intern Kirk Skoog <br /> <br />1996 at the <br /> <br />CALL TO ORDER <br /> <br /> Mayor Hardin called the regular City Council meeting to order at 7:00 p.m. and led the Pledge of <br /> Allegiance to the Flag. . ~ <br /> <br /> Peter and Linda Meyer, 7191 175th Ave~e NW, distributed handouts to the Counc~ Mr. Meyer <br /> stated that there is a driveway easement/between his property and his neighbor, Mr.~ Mr. <br /> Peterson has been allowed to elevate and widen the driveway easement. City Engineer Jankowski <br /> and DNR representatives have visited the site, and Mr. Peterson has been advised that he could not <br /> add more fill.~~q~er, Mr. Peterson widened the driveway another 7 feet, and drainage is now <br /> blocked onl~ property. The easement is approximately 25 feet wide at this <br /> Approximately 2 to 4 feet of sugar sand has been added which is blocking the culvert from hisan"~ d <br /> ~s,~eighbors' properties. Because Mr. M~er's property is the low point, he anticipates that it will <br />~0¢,d~e 50 percent to 75 percent under water in the spring. With the fill that Mr. Peterson began putting <br /> in a few years ago, the road was washed out and a culvert was put in. The driveway easement is <br /> being widened for Mr. Peterson's Christmas tree farm. Mr. M~yer acknowledged that although he <br /> understands that neighbor disputes are civil matters, the fact is that there is no drainage from his <br /> property and he is here to inform the Council about what is happening and~equest help to restore the <br /> drainage pattern to its original flow. <br /> <br />City Council/November 12, 1996 <br /> Page 2 of 15 <br /> <br /> <br />
