Councilmember Zimmerman stated that the Road and Bridge Committee felt we did not want to <br />build a substandard road. We want safe travel and we would work out funding to accomplish that. <br /> <br />Mayor Hardin offered that other funding options could be researched. <br /> <br />Mr. Schroeder stated that the money is set aside in the CIP but we would also ask the County if <br />they could come up with some money. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to ratify the <br />recommendation of the Road and Bridge Committee which is to amend the proposal by the City <br />undertaking the second companion project in it entirety. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman, Beahen and <br />Peterson. Voting No: None. <br /> <br />Case #11: Report from Personnel Committee <br /> <br />1) Consider Reappointments to City Commissions <br /> <br />Administrative Services Manager Waite Smith reported that the Personnel Committee <br />recommended reappointment of Charles LaDue to the Planning Commission. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to reappoint Charles <br />LaDue to the Planning Commission. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />2) Update on Random Drug Testing Case <br /> <br />Ms. Waite Smith stated that the Committee considered the status of an employee termination. The <br />Committee received an offer to settle without going to arbitration; however, they voted to reject the <br />offer and proceed with arbitration. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to ratify the action of <br />the Personnel Committee and proceed to arbitration. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson and <br />Zimmerman. Voting No: None. <br /> <br />3) Requirements of MPRS Court Order <br /> <br />Ms. Waite Smith reported that the Committee had reviewed additional requirements that the judge <br />in the MPRS Court order has told our City and we would respond with the appropriate <br />modification to our affirmative action plan. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to authorize the City <br />Administrator and Administrative Services Manager to modify the City's Affirmative Action Plan <br />to comply with the November 7, 1996 Court order, resulting from the MPRS lawsuit and submit <br />the modified plan to the Court by December 7, 1996. <br /> <br />Motion carried.
