Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson and
Zimmerman. Voting No: None.

3) Review Schedule of Rates, Fees and Charges

Finance Officer Hart stated that the Schedule of Rates, Fees and Charges were presented. Council
is asked to look at them and submit input prior to the December 10, 1996 meeting.

No other action is necessary.

4) Review Proposed 1997 Enterprise Funds Budgets

Ms. Hart explained that the Finance Committee reviewed the Enterprise Funds of which there are
four. They are established to support themselves. Street lights and recycling will remain
consistent. Water and sewer are maintained solely by the City. We anticipate a 5% increase in
1997. On December 10, staff will come with a recommended budget for recommended rates for
1997 to be sure funds are self supporting.

No action is necessary.

5) Review Proposed 1997 General Fund Budget Document

Ms. Hart stated that she provided all of Council with a full budget and incorporated what was
levied. Extracts from this document will be presented at the Budget Public Heating scheduled for
7:00 p.m., Wednesday, December 4, 1996.

No action is necessary.

MAYOR/COUNCIL INPUT

1) Update on Alpine Park

Mr. Schroeder reported that a meeting was held with the residents north of the property known as
Alpine Park to talk about the 21.7 acres the City owns. Staff then solicited for bids for
development and received three responses. He presented a layout of the property to Council and
stated he intends to get back to the developers with this. He asked for input from the Cotmcil
within the next few days. What this shows is basically a through street with two entrances into 42
entrances. There are 23 lots adjacent to the City property. It's important that no more than 23 lots
abut the existing lots. He noted the lower of the two sketches and stated this is with four cul-de-
sacs and 38 lots. Seventeen lots would abut the property on the north. He stated he is not asking
for any reaction now, but his intent is to send this out to the three proposers and to notify the
neighborhood with a copy of the letter he would be sending out.

ADJOURNMENT

Motion by Councilmember Beahen and seconded by Councilmember Beyer to adjourn the meeting.

Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson and
Zimmerman. Voting No: None.

City Council/November 26, 1996
