CITY COUNCIL
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Council conducted a regular meeting on Tuesday, December 10, 1996, at the
Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota.

Members Present:

Mayor Glen Hardin
Councilmember Carolyn Beahen
Councilmember Sheila Beyer
Councilmember Kenneth Peterson
Councilmember Gerald Zimmerman

Also Present:

City Administrator Ryan Schroeder
Finance Officer Jessie Hart
Administrative Services Manager Linda Waite Smith
City Engineer Steve Jankowski
Zoning Administrator Sylvia Frolik
City Attorney William Goodrich

CALL TO ORDER

Mayor Hardin called the regular meeting of the City Council to order at 7:00 p.m. and led in the
Pledge of Allegiance to the Flag.

CITIZEN INPUT

Gary Lien, 14620 Bowers Drive NW, Ramsey, stated he is present regarding the franchise fee and
the impact on the City's streets. He will speak during that case discussion.

Linda Mayer, 7190 - 175th Avenue NW, Ramsey, stated she is present to request that City Council
look at the Planning Commission minutes that were approved at their last meeting. Their case
(Pete and Linda Mayer) is rather confusing and there are a couple of gross errors in the minutes.
The information from the Planning Commission then went to the Council meeting of November
12, 1996, therefore, there are errors in that set of minutes also.

Zoning Administrator Frolik stated that she will be talking with Attorney Goodrich about minutes
that were approved that are incorrect.

Terry Hendriksen, 15631 Ramsey Boulevard NW, Ramsey, stated that the Landmark Bank had
defaulted on their development agreement, and then they pulled their request for a temporary
structure. He asked the status of all this.

City Administrator Schroeder responded that the Landmark Bank got an extension prior to the end
of the construction season in 1997, that rescinded the requirement for a temporary structure. He
stated the private use drive has been installed but he does not know the bank's construction
schedule.

Mr. Hendriksen stated it is common knowledge in the community that lines are being redrafted for
the old First Bank site. People are saying that the Landmark Bank may have a purchase agreement
for that bank building. He asked if that has been communicated to City staff.

City Council/December 10, 1996
