PUBLIC HEARING <br />PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Rarnsey ~lanning and Zoning Commission conducted a public hearing on Tuesday, October 5, <br />1993, at the l~ ~an~ y Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota, to <br />hear a requesT fovpreliminary plat approval of Chestnut Ridge; Case of John Peterson, Good Value <br />Homes. <br /> <br />Members PreSent: <br /> <br />Chairperson David Bawden <br />Commissioner Ben Deemer <br />Commissioner Paul Holland <br />Commissioner Bradley Thorud <br /> <br />Members Absent: <br /> <br />Commissioner Terry Hendriksen <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br />City Engineer Steven Jankowski <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 7:44 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Admh <br />Chestnut Rid! <br />of Krypton ~ <br />designated as <br />sewer and war <br />City. She sm <br /> <br />astrator Frolik stated that Good Value Homes is seeking preliminary plat approval of <br />e. Approval is being sought for 12 single family lots to be situated on the extension <br />xeet N.W. from Wood Pond Hills to the east. The balance of the property is <br />Outlot A for future development. The developer is proposing to install the streets, <br />er as a private development project with no f'mancial participation on the part of the <br />ed ,that the Park and Recreation Commission will be reviewing the plat relating to <br /> <br />park dedicatiOn at theft next meeting. She explained that Lots 1 through 4 and Lots 9 through 12 <br />are proposed tb receive public access from Krypton Street N.W. Lots 5 through 9 are proposed to <br />receive access[ from a private driveway extending off the end of the Krypton Street N.W. cul-de- <br />sac, similar to ihe method used m Chestnut Hill. <br /> <br />City Engineer.. Jm!kowski stated that the extension of Krypton Street N.W. into Chestnut Ridge <br />exceeds the 600 foot maximum cul-de-sac length by approximately 400 feet, exclusive of the <br />private drivew~ty that then extends off the end of the cul-de-sac. Given that the subject property is <br />surrounded off three sides by wetland, an over-extended cul-de-sac appears to be the only <br />reasonable wayto provide public access to this peninsula of high ground. Mr. Jankowski also <br />described the ~ainage. Staff is recommending piping the discharge from the second collection <br />point to the e~sfing catch basin and sedimentation pond. This will eliminate the need to enter onto <br />private propergt at a second location to malnt__a_in this extra sedimentation basin. <br /> <br />Mr. John Pete~son was present and requested that the public hearing be continued at the next <br />Planning and Zoning Commission meeting to allow him time to meet with the City Engineer on <br />some issues..He asked that the agenda case also be tabled until the next meeting. <br /> <br />Public 'Hearing/Planning & Zoning Commission/October 5, 1993 <br /> Page I of 2 <br /> <br /> <br />
