BUDGET COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The RamSey Budget Committee conducted a meeting on Tuesday, September 8, 1992 at the <br />Ramsey Mumclpal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: Councilmember Kenneth Peterson <br /> Councilmember Sheila Beyer <br /> Councilmember Glen Hardin <br /> <br />Also Present: <br /> <br />CALL TO ORDER <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Sandra Ashley Helling <br />Personnel Coordinator Kay McAloney <br />City Engineer Steven Jankowski <br />Assistant Fire Chief Dean Kapler <br />Public Works Supervisor Merle Mevissen <br />Parks/Utilities Coordinator Mark Boos <br />Police Chief Michael Auspos (arrived at 5:55 p.m.) <br /> <br />Councilmember Peterson called the Budget Committee meeting to order at 5:20 p.m. <br />CITIZEN! INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Consensus Was tO approve the agenda as presented. <br /> <br />COMMIT~TEE BUSINESS <br /> <br />The Budge~ Committee proceeded to review the proposed budget presented by City Staff. Each <br />Departmeni~Head had been given the opportunity to make their final requests of what they felt just <br />could not b~/::ut from the 1993 proposed budget. <br /> <br />City Administrator Schroeder suggested that possibly Council would decide to fund park capitol <br />improvemepts from a source other than the General Fund which would free up $50,000 for other <br />requests. <br /> <br />With regard to revenue, the Committee felt a stable source of funds could come from the Gross <br />Earnings Tax (Franchise Fee). <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to introduce an <br />ordinance r~garding the Gross Earnings Tax at the September 22, 1992 Council meeting. <br /> <br />Motion carded. Voting Yes: Councilmembers Peterson, Hardin and Beyer. Voting No: None. <br /> <br />Discussion ensued regarding a tax levy increase. Councilmember Peterson stated that other cities <br />are increasi~ig their tax levy by about 10% but he would prefer if the City of Ramsey stayed below <br />a 10% increase. <br /> <br />Budget Committee/September 8, 1992 <br /> Page I of 2 <br /> <br /> <br />
