PUBLIC HEARING <br />PLANNING AND ZONING <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The RamseY;i~lanOing and Zoning Commission conducted a public hearing on Tuesday, June 2, <br />1992 at the R4ms~y Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to <br />consider the PtOl~sed ordinance amending Section 9.11.19, Subd. 3, Paragraph b of the City code <br />entitled "Adal~ USs-Principal". <br /> <br />Members Pr~nt: Chairman David Bawden <br /> Commissioner Benjamin Deemer <br /> Commissioner Terry Hendriksen <br /> Commissioner Paul Holland <br /> Commissioner Charles LaDue <br /> Commissioner Michael Terry <br /> <br />Members Ab~nt: Commissioner Bradley Thomd <br /> <br />Also Present: Zoning Administrator Sylvia Frolik <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 7:42 p.m. <br /> <br />PRESENTA[TION <br />Zoning Admi,'~istrator Frolik stated that the purpose of the proposed amendment is to eliminate the <br />requirement r.~stricting adult uses to one per site and this would be retroactive to December 16, <br />1990. <br /> <br />CITIZEN iNpUT <br /> <br />Mr. Larry Ho!mberg, owner of The Adult Bookstore and his Attorney, Mr. Randall Tigue were <br />present. <br /> <br />Mr. Tigue exLg'esaed support for the proposed ordinance amendment. He also requested to repeal <br />the paragraph ~ha[requires amortization of a non-conforming adult use. Mr. Tigue stated his basis <br />for his request is~that through the local Board of Review and the Anoka County Equalization <br />Board, it has I~ee~shown there are no secondary adverse effects to property values resulting from <br />the Adult Bo~kst6~e. In addition to that, the Ramsey Police Chief has verbalized that there has not <br />been an inert~e ia crime rate which was considered another potential adverse secondary effect of <br />the adult usa !He auggested that the paragraph dealing with the non-conforming adult uses should <br />be modified ~t0 require a five year amortization of only those adult uses proven to be a threat to <br />public health, ~afe~y and welfare. <br /> <br />Mr. Ted Drahe, I[7938 Fluonne Street N.W. - stated that he understands one of the businesses <br />near the boo~stOte is a day care center and he feels there has been an adverse affect on that <br />business, not With ,regard to property value but with regard to revenue generation. <br /> <br />Public Hearing/Planning & Zoning/June 2, 1992 <br /> Page 1 of 2 <br /> <br /> <br />
