AGENDA: Charter Commission <br /> <br />TYPE: <br /> <br />Joint Meeting with City Council <br /> <br />TIME/DATE: <br /> <br />6:00 p.m., Tuesday, August 22, 2000 <br /> <br />LOCATION: <br /> <br />Ramsey Municipal Center, Lower Level (Senior's Area) <br /> <br />CALL TO ORDER <br /> <br />CITIZEN INPUT <br /> <br />APPROVE AGENDA <br /> <br />COMMISSION BUSINESS: <br /> <br />Case #1: <br /> <br />Ward System Proposal. The Charter Commission has actively discussed <br />changing the current at-large Council election system to a Ward system during <br />their meetings in 1993 and 1994. The topic was revisited during Charter <br />Commission meetings through most 6f 1999. <br /> <br />Case #2: <br /> <br />Primary Election. The Charter Commission has discussed the creation of a <br />primary system in the past. A primary election discussion took place in 1999, and <br />it was the consensus of the Charter Commission to continue studying the <br />possibility of instituting a primary election for the City of Ramsey. <br /> <br />Case #3: <br /> <br />Number of Council Seats. Also discussed during 1999, was the number of <br />Council seats for a City Council. It also was the consensus of the Charter <br />Commission to continue discussion of the number of elected representatives to the <br />Ramsey City Council. <br /> <br />Case #4: <br /> <br />Section 6.3 of the City Charter. The original Charter lists the clerk- <br />administrator position as the chief administrative officer for the Council. The <br />position has been responsible for administrative matters of the City under the <br />direction and guidance of the City Council. The organization has changed <br />significantly since 1974 and the City has created a Deputy City Clerk position, <br />which is responsible for most of the statutory clerk functions. A recommendation <br />has been made to revise Section 6.3 of the City Charter so that the Administrator- <br />Clerk position is divided into two positions, the City Administrator and the City <br />Clerk. <br /> <br />Case #5: <br /> <br />Various Issues and Topics. During the Charter Commission meeting of July 6, <br />2000, a number of new Charter Commissioners were introduced to the <br />Commission. The Charter Commission members had a variety of questions and <br />concerns and, time permitting, they would like an opportunity to discuss the <br />various issues and topics. <br /> <br />COMMISSION INPUT <br /> <br />ADJOURN <br /> <br /> <br />
