CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a special meeting on Tuesday, October 30, 1990 at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Mr. A1 Pearson <br />Mr. Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Reporter: Kimberly Knutson <br /> <br />Members Absent: <br /> <br />Mr. Richard Cich <br />Mr. Stephen F. DeLuca <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the special City Council meeting to order at 5:36 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case # 1: <br /> <br />Introduction of an Ordinance Amending Chapter 9 <br />of the City Code Relating to Adult Use <br /> <br />Mr. Ben Deemer stated that for the last two weeks the Planning and Zoning Commission has been <br />reviewing the proposed amendment to the City's zoning ordinance. On October 29, 1990, by a <br />four to one vote, the Planning and Zoning Commission recommended approval of the proposed <br />zoning amendment. Commissioner Deemer stated he was the descending vote on October 29, <br />1990 and he wishes to express his concerns at this time. Commissioner Deemer stated that he <br />believes the intent of the ordinance amendment is not to make changes in existing uses, however, <br />the ordinance creates two new zones and by content, is rezoning some of the existing uses into <br />these new zones. The list of performance standards in these zones does create changes. <br />Commissioner Deemer noted that the conditional use permit and variance sections have also been <br />amended. For example, the City Council will again become the Board of Adjustment for <br />variances. Mr. Deemer stated that the proposed amendment to the zoning ordinance goes far <br />beyond the scope of adult uses and them was not sufficient notification to the property owners <br />affected by the major changes in the ordinance amendment. <br /> <br />Mayor Reimann stated that the City Council is proposing to introduce the ordinance at this meeting <br />and necessary changes can be made to it before it is adopted. <br /> <br />Councilmember Peterson stated that he believes the City should have a policy whereby the <br />ordinances are continually being reviewed and updated to reflect what the City desires. <br />Councilmember Peterson inquired if there would be a public hearing on the zoning ordinance <br /> <br />City Council/October 30, 1990 <br /> Page 1 of 3 <br /> <br /> <br />
