CITY COUNCIL SPECIAL MEETING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey City Council conducted a Special City Council Meeting on Tuesday, March 27, <br />2012, at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Members Present: <br />Members Absent: <br />Also Present: <br />1. <br />CALL TO ORDER <br />Mayor Bob Ramsey <br />Councilmember Randy Backous <br />Councilmember Colin McGlone <br />Councilmember Sarah Strommen <br />Councilmember Jason Tossey <br />Councilmember Jeffrey Wise (arrived 5:02 p.m.) <br />Councilmember David Elvig <br />City Administrator Kurds Ulrich <br />City Attorney William Goodrich <br />Michelle Soldo, Soldo Consulting, PC <br />Mayor Ramsey called the Special City Council meeting to order at 5:00 p.m. <br />2. CITIZEN INPUT <br />There was none. <br />3. APPROVE AGENDA <br />Motion by Councilmember Backous, seconded by Councilmember Tossey, to approve the <br />agenda as submitted. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Backous, Tossey, McGlone, <br />Strommen, and Tossey. Voting No: None. Absent: Councilmembers Elvig and Wise. <br />4. COUNCIL BUSINESS <br />4.01: Personnel Matter — Closed Meeting <br />City Attorney Goodrich advised that under the authority of Minnesota Statutes, Section 13D.05, <br />Subd 2, the meeting can move into closed session to discuss data classified as not public. State <br />Statutes says a meeting must be closed if any portion of the discussion deals with active <br />investigative data relating to law enforcement personnel misconduct.
