CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, October 22, <br />2013, at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Members Present: <br />Also Present: <br />Councilmember Tossey arrived at 5:34 p.m. <br />Mayor Sarah Strommen <br />Councilmember Randy Backous (arrived at 5:44 p.m.) <br />Councilmember Jill Johns <br />Councilmember Mark Kuzma <br />Councilmember John LeTourneau <br />Councilmember Chris Riley <br />Councilmember Jason Tossey (arrived at 5:34 p.m.) <br />City Administrator Kurtis Ulrich <br />Finance Director Diana Lund <br />Fire Chief Dean Kapler <br />Police Captain Jeff Katers <br />Parks and Assistant Public Works Superintendent Mark Riverblood <br />Development Services Manager Timothy Gladhill <br />City Engineer Bruce Westby <br />City Attorney Joseph Langel <br />1. CALL TO ORDER <br />Mayor Strommen called the City Council Work Session to order at 5:32 p.m. <br />2. TOPICS FOR DISCUSSION <br />2.01: Review of Franchise Fee Information <br />City Administrator Ulrich stated staff has provided additional information as well as responses to <br />the 20 questions asked at the public hearing. He stated during the Council meeting, he intends to <br />review each of the questions systematically. The Council also received a revised ordinance that <br />included provisions for a dedicated fee, sunset date, and payback of assessments. City <br />Administrator Ulrich stated the Charter Commission met last night and took action, which can be <br />presented by the City Attorney. <br />City Administrator Ulrich stated staff has prepared spreadsheets relating to different rate <br />scenarios such as a higher franchise fee for commercial /industrial and/or higher valued <br />residential property. <br />City Council Work Session / October 22, 2013 <br />Page 1 of 8 <br />
